About Our Office
The Office of Technology Partnerships and Planning leads Glenn Research Center in three primary ways:
- Bringing in new business partners
- Stimulating and advancing innovation inside Glenn and in our nation's businesses and universities
- Transferring technologies for economic growth and improved quality of life
Our goal is to enable Glenn to help American businesses, government agencies, and academia to innovate.
We accomplish this goal by finding and securing collaborators that benefit from our expertise; and also by sponsoring small businesses, university faculty and graduate students, as well as Glenn's own staff to develop promising new technologies with particular emphasis on the Center's core competencies.
All of our efforts will move both the mission of NASA and the mission of our partners forward.

Howard is the Center Chief Technologist and also serves as the Director of Technology Partnerships and Planning at Glenn. In this position, he reports to Glenn Center Management and serves as the Point of Contact (POC) for GRC to the Office of Chief Technologist. He serves as the principal advisor to GRC leadership on matters concerning Center-wide technology capabilities. He also serves as the POC for the Center Innovation Fund (CIF) and any augmented support for internal research and development provided by GRC and is responsible for reporting and programmatic management of the CIF/IR&D at the Center level. He serves as Center change agent, particularly regarding the workforce's capacity to innovate (along with associated policies and processes), and he demonstrates and communicates societal impact of Center technology accomplishments. He encourages partnerships and inter-Center collaborations and serves as OCT technical and review resource. Howard communicates Center technology capabilities through representation on OCT's Chief Technologist Council.

Joe is the Deputy Director of the Office of Technology Partnerships and Planning at Glenn. He is responsible for providing executive leadership for advocacy, planning, and execution of all Center strategic partnerships with other Government agencies, academia, and industry and for development of new business opportunities for Glenn that are outside NASA product lines and emphasize the Center’s competencies. As part of his role relative to strategic partnerships, he serves on leadership teams for interagency collaboration-focused groups (Propulsion and Power Systems Alliance, and Interagency Advanced Power Group). In 2009, he was honored with the Presidential Meritorious Rank Award, and he was awarded the NASA Exceptional Leadership Medal in 1990 and again in 1996. In 1993, he received the Ohio State University College of Engineering Distinguished Alumnus award.

Kim Dalgleish-Miller

Kim is Chief of the Innovation Projects Office. In this role, she serves as an advisor to center management to help ensure that technologies developed for NASA missions benefit the U.S. public. She facilitates outreach activities to raise awareness for NASA’s needs, capabilities, and accomplishments; helps develop strategy for intellectual property management and technology transfer efforts; and promotes innovative partnerships with government, academia, and industry. Kim has worked within NASA for 30 years and has a strong business background in procurement, business processes, and team management. Prior to joining the IPO, Kim served as Chief of the Management Integration Office. In this position, she directed business and technical support activities for the Engineering Directorate. In addition to her work at Glenn, Kim has worked at other NASA centers, including Headquarters. At Headquarters, she served as a liaison to the Office of Management and Budget to demonstrate NASA’s compliance with the Competitive Sourcing Initiative. She also played a key role as manager of the procurement project that established the NASA Shared Services Center. Kim is Glenn’s representative to the Federal Laboratory Consortium (FLC) and a member of the Association of University Technology Managers (AUTM). Kim has a Bachelor’s Degree from Baldwin-Wallace College and a Master’s Degree in Business Administration from Cleveland State University.

Matt Moran

Matt develops technology partnerships for NASA Glenn Research Center in the energy and materials market sectors. He previously managed a portfolio of cryogenic system technology development projects and teams for in-space thermal and pressure control of launch vehicle and spacecraft liquid propulsion systems. He led the insertion and engineering integration of cryogenic technologies into rocket upper stages, Earth departure stages, and lunar vehicle and surface systems. At NASA Glenn, he developed thermal management systems and technologies for the space station, shuttle payloads, and other spacecraft. While at NASA's Johnson Space Center, he developed Level 2 (system of systems) requirements for the Constellation Program to replace the space shuttle and return to the moon.

Andy is the Program Manager of NASA's Space Technology Research Grants (STRG) program. The STRG program is a Space Technology Mission Directorate program that invests in innovative, low Technology Readiness Level technologies and future technological leaders through competitive solicitations. The STRG office at Glenn Research Center is an Agency-level program office that manages all processes required to implement the Program across all NASA Centers and partnered organizations.

Gynelle Steele

Gynelle is the Program Manager for the NASA Glenn Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) Program. She is responsible for the planning and implementation of the program through coordination with NASA Headquarters, the Level 2 Program Management Office and the Mission Directorates. She oversees the development of the solicitation, evaluation and ranking processes for the Aeronautics Research Mission Directorate, along with assuring Center coordination in core technical areas under all the mission directorates. In addition, as a part of the Agency’s efforts to increase the potential of infusing SBIR-funded technologies into the mission programs, she has designed NASA’s first opportunity to provide direct assistance to SBIR companies through an Infusion Assistance Program under an Interagency agreement with the Navy. Gynelle has received numerous service and performance awards along with the distinguished honor of receiving the NASA Medal for Exceptional Service and a participant in the Women’s Executive Leadership Program. She has a B.S. in Electrical Engineering from Ohio University and a M.B.A. from Cleveland State University.

Karen is a Technology Transfer Specialist assisting Kim Dalgleish-Miller in promoting innovative partnerships and ensuring that Glenn Research Center technologies benefit the US public. Karen spent 25 years in Glenn's Engineering Directorate before joining the Innovation Projects Office. She holds both a Bachelor's degree and a Master's degree in Mechanical Engineering from Cleveland State University.
